When a person is born the Potential (Prarabhdha) is decided according to the PurvaPunaya and Purva Karma So It is also the Sanchit Karma. The Place and time and date are pre decided and it is absolute. Thro the shastras, the time and date and place of birth also gives clear indication of the environment in which the birth has taken place. This is very much decided by the Ascendent or the lagna which is the Most important and the single most important factor of the chart at Birth.
The person is born and he goes thru different phases of life.
1st Bhav Lagna gives the birthplace,
2nd Bhav gives the indication of family in which he is born, The place of his family (Rich Poor large small etc.),
3rd Bhav gives the neighborhood of the person,
